Keeping in view the objectives of the PICO, the achievements can be described under the following sub-headings:
Human Resource Development:

Comprehensive Eye Care Program:
The PICO is instrumental in developing the concept of Comprehensive Eye Care Program (CEC), implementing it at the district level as pilot project at Bannu in 1994 and replicating it at the district level in NWFP in the form of up-gradation of 18- Eye Units of District Hospitals/ Agencies hospitals with the help of INGO’s at an estimated cost of US $, 5.8 Million.
Following of the districts/Agencies hospitals were upgraded directly by the PICO with the help of Sight Savers International; Swabi, Karak, Bannu, Kohistan, Khyber Agency, North Waziristan Agency, South Waziristan Agency, Orakzai Agency, Mohmand Agency, and Bajour Agency. Rests of the districts were upgraded by Fred Hollows Foundation with the help of PICO.
The success of this Program was instrumental at the national level when this Program was replicated trough the National Program for the Prevention and Control of Blindness in its 3rd 5-Years national plan (2005-2010) when it took an initiative to upgrade all the remaining 63 Districts, 147 Tehsil headquarter hospitals, 20 Teaching Hospitals and 7- centers of Excellence with a huge sum of Rs 2.8 Billions.
This is shown by the fact that Eye Departments in the DHQ hospitals in NWFP, are the most developed departments on the basis of infrastructure and equipments.
The District ophthalmologists are the only doctors with the regular Continuous Education Program in the field of ophthalmology.
Induction of Primary eye Care Program in to Primary Health Care Program:
Through the research and advocacy of PICO, Primary Eye Care Program was inducted into the National Primary Health Care Program. A curriculum of primary eye care for the Lady Health Workers (LHW) was introduced and made part of their curriculum. Training in Primary Eye Care was arranged for the Master Trainers of LHWs.
Introduction of Vitamin A in the EPI Program:
Through research and advocacy by the PICO, Vitamin A delivery was made part of the EPI Program.
Reduction of burden of Cataract Blindness:
PICO achieved this goal through developing services at DHQ/Agency Hospitals and arranging out-Reach Program in the far flung areas of the province providing high quality Cataract surgery services to the most needy patients at their door steps free of cost. For this purpose a mobile examination room and operation theater was acquired through the help of Fred Hollows Foundation of Australia. PICO also provided technical support to Khyber Eye Foundation in establishing an Eye Hospital at Gulbahar, Peshawar, which is operating on average of 3000 Cataract surgeries per year.
Development of Intra-Ocular Lens Bank:
Providing cheap and high quality IOLs to the patients
Development of Corneal Bank:
To help reduce the corneal blindness.
Development of Low Vision Clinics:
The Low vision Clinics were developed at the following hospitals of the Province and Northern Areas:
a) Hayatabad Medical Complex, Peshawar
b) Khyber Teaching Hospital, Peshawar
c) Ayub Teaching Hospital, Abbottabad
d) District Headquarter Hospital, Bannu
e) District Headquarter Hospital, Skardu
Development of Community Vision Clinics:
In the areas which are not covered by an ophthalmologist, Community Vision Clinics (CVC)were established to provide eye care services by an ophthalmic technician at the following places:
a) CVC at Domail, District Bannu
b) CVC at THQ Hospital, Nawagai, Bajour Agency
c) CVC at THQ Hospital, Darosh, District Chitral
d) CVC at THQ Hospital, Booni, District Chitral
e) CVC Takht Bhai
f) CVC Shabqadar
g) CVC Swabi
Development of State of the arts Facilities at Hayatabad Medical Complex:
The Eye department of Hayatabad Medical complex has been declared the Center of Excellence. PICO help develop following facilities at Eye Department HMC:
a) Orthoptic Clinic
b) Contact Lens Clinic
c) Low Vision Clinic
d) Wet Lab
e) Micro Surgical Training Center
f) OPD for Pediatric Ophthalmology
g) Operation theater for Pediatric Ophthalmology
h) Operation Theater for Vitreo-Retinal Surgery
i) Up gradation of Diagnostic Services
Research:
Research has been one of the basic objectives of the creation of PICO. It included both Epidemiological and basic research in the field of Ophthalmology. PICO was able to show its achievements in the following way:
a) Comprehensive District Eye Care Project Bannu
b) Vitamin A deficiency in Pakistan
c) Pakistan National Survey of Blindness and eye Diseases. This is the biggest population based survey ever under taken in the world. This survey was sponsored by WHO, Institute of Community Eye Health London, SSI UK, FHF and CBM, who provided US $ 450,000 for this survey. The results were analyzed by ICEH London. The results showed reduction of blindness incidence from 1.78% to 0.90%. This was regarded as a great achievement on the part of National Program for Prevention of Blindness. These are the best figures in all the regional countries and EMR region.
d) Trachoma Rapid Assessment and implementation. It is the first survey in the world sponsored by WHO, after the launch of Vision 2020 and PICO was selected for this pilot project.
e) 99- Research Projects of MSc Students
f) Numerous Presentations at the National and International Conferences
g) Numerous Research Articles published in National and International Journals
h) Numerous Scientific sessions arranged by PICO in Conferences
International Assistance:
Following of the Countries have been assisted in the development of their National Eye Care Program after their Recognition of the organizational strength of the PICO and its achievements:
Islamic Republic of Iran, Afghanistan, Saudi Arabia, Yemen, Libya, Jordan, Kuwait, Iraq & UAE.
Thus PICO brought goodwill from the friendly countries and played its international role in the region. It also portrayed the soft image of NWFP internationally.
The expertise of PICO is constantly utilized nationally and internationally by different Educational and research Institutions, Universities and bodies like WHO in the EMR region.
